Prison Overcrowding Causing Stress, Cancelled Programs

Overcrowding in Quebec's prison system is causing stress and the cancellation of programs.

In her 2006-7 annual report, Quebec’s Ombudsman says there has been a considerable increase in the number of prisoners in the system. Many prisons are operating well beyond their capacity.

This means programs in drug rehabilitation and dealing with violent behavior are being outright cancelled due to lack of available space.

Prisoners are being released back onto the street with few skills, making them more susceptible to returning to jail.

Critics argue that the solution lies, not in building more prisons, but in providing support for non-violent prisoners to live and access programs in the community.
